City of South Haven issued the following announcement on Sept 18.
PUBLIC NOTICE: Beginning Monday, September 20th, the City of South Haven will begin the Phoenix Street improvements. The project is expected to be completed in approximately 5 weeks. The work will be done in stages to allow for lane closures while keeping the road open to traffic with at least one lane in each direction.
The map below shows the plans for the project.
